Program areas at EDC
EDC provided rental assistance and tenant subsidies to 1,080 community households (representing a total of 1,820 household members collectively) residing in the City and County of San Francisco, who were at risk of eviction because they had fallen behind in their rent due to temporary financial setbacks, and/or were sufficiently rent burdened that they qualified for a shallow tenant subsidy. $6,390,908 in rental assistance and tenant subsidy funds were distributed during the fiscal year.
The Shelter Client Advocates (SCA) program served 252 unhoused San Francisco households (representing a total of 335 household members collectively) residing in City funded shelters who were facing Denials of Service (DOS, or eviction) from such shelters. The SCA program provides shelter residents with due process at shelter eviction hearings, monitors shelter conditions and the application of shelter rules, and provides informal conflict resolution between the shelter staff and residents. San Francisco is unique in the country in that it provides a formal grievance process for those who have been denied services from City funded shelters. In 2022, the San Francisco Shelter Grievance Policy was codified into law after years of advocacy by a citywide coalition of homelessness advocates, including the EDC Shelter Client Advocacy Program.
Legal services including tenant counseling and full scope legal representation in an eviction matter: The Eviction Defense Collaborative (EDC) walk-in legal clinic and litigation team together provided legal services to 816 individuals (representing a total of 1,390 household members collectively) residing in the City and County of San Francisco, who were at risk of eviction. Services delivered had an 88% rate of positive outcomes, successfully preventing displacement and homelessness for the tenants served. Legal services included full scope representation, preparing legal answers and requests for delays of sheriff evictions, representation at Mandatory Settlement Conferences, and assisting tenants in representing themselves throughout their legal process when necessary.
