Professional student exchange program (psep) - in conjunction with fifteen Western states and the u.s. pacific territories and freely associated states, wiche operates an Interstate compact organization created by the u.s. congress to exchange students between states in order to promote Higher Education in the west through collaboration and cooperation and filling the various needs between the states and territories by reducing duplicate costs and creating greater efficiencies.
