Benevolent and Protective Order of Elks - 38 Norfolk is a fraternal organization with a mission to bring people together. The Elk Drug Awareness Education Program endeavors to educate youth in grades 4-9 about the dangers of drugs by distributing coloring books, literature, and book markers. This program also participates in "red ribbon" week. The Elks Hoop Shoot Program is a basketball free throw competition for boys and girls ages 8-13. Winners advance from local lodge level to national level with all expenses paid.

Norfolk Lodge #38 is eligible to send 4 children to Virginia Elks Youth Camp for 1 week. Transportation expenses are provided by the lodge.
Elk Drug Awareness Education Program strives to reach youth in the community, grades 4-9, with the message that drugs are dangerous, distributing coloring books, literature and book markers. Program also includes "red ribbon" week and an annual drug awareness event.
Elks Hoop Shoot Program is a Basketball Free Throw Competition involving boys and girls, ages 8-13. Winners of the competition advance from local lodge level to the national level to compete against winners from other lodges. Hotel and travel expenses paid.
Veterans programs involve donating clothing and toiletry items to local Veteran charities. Lodge now holds an annual "celebrating" our Veterans style banquet in addition to its Veteran participation during lodge ceremonies.
Lodge holds an annual Breast Cancer Awareness program sharing stories from cancer survivors, a memoriam for cancer patients, preventative health care and information for care givers.
Scholarships will now be awarded to family members of local lodge members on an annual basis.
Youth programming now includes annual fun day events for May week, holidays, back to school, start of summer and literacy. For students graduating high school or enrolled in higher education an Elk scholarship will also be awarded annually.
