CalMedForce administers annual grants to fund residency positions at graduate medical education (GME) programs throughout California to train physicians and help the state address its growing physician shortage. The University of California is the designated recipient of the funding via tobacco tax revenues, Proposition 56, and has contracted with PHC to administer this GME grant program. In 2022, CalMedForce funding awarded the largest number of residencies and resident positions to date, to sustain, retain and expand GME in primary care and emergency medicine. A total of 129 residency programs were awarded $37.9 million to fund 210 resident positions.
The KidsVaxGrant program is funded by the California Department of Public Health and administered by the Physicians for a Healthy California (PHC). The program provides health organizations with practice support grants to supplement the operational costs of administering COVID-19 vaccines to pediatric populations in their communities. In 2022, approximately $25.6 million was awarded to 1033 VFC providers.
CalHealthCares administers loan repayment for educational debt to California physicians and dentists who provide care to Medi-Cal patients, which represent one-third of Californians and half of the state's children. The Department of Health Care Services has funded the program through the state tobacco tax revenues, Proposition 56, and contracted with PHC to administer the statewide program. Eligible physicians can apply for up to $300,000 in loan repayment in exchange for a five-year service obligation. Eligible dentists can apply for up to $300,000 in exchange for a five-year service obligation or a practice support grant of up to $300,000 in exchange for a ten-year service obligation. In 2022, a total of 247 awards were offered to physicians and dentists, providing $63 million to reduce the educational debt. Physician awardees are providing services to Medi-Cal patients in 33 counties throughout California and dentist awardees are providing services in 18 counties.
The COVID-19 Test to Treat Equity Grant program was established by the California Department of Public Health to connect patients who test positive for COVID-19 with therapeutic treatment to decrease related morbidity and mortality. Funds are to support safety-net providers to operationalize access to clinically appropriate COVID-19 therapeutics in a timely manner with a focus on expedited elements of assessment and treatment. In 2022, the program awarded $67.1 million to 175 safety-net providers and public health systems to improve COVID-19 testing and treatment in underserved communities across 45 counties.
The Physician Foundation awarded the Physicians for a Healthy California to facilitate and support charitable, scientific, or education programs that improve the quality of health care received by patients in an evolving health care environment.
Network of Ethnic Physician Organizations is an educational event for physicians, public health professionals, advocates and community leaders that offers policy and best practices for reducing health disparities, building diversity in the workface and increasing cultural competency in clinical care.
The Disaster Relief program is for Ukrainian and humanitarian support and the CDPH Coaching program is to train parents and children the importance of vaccines.
Investment income from restricted funds and Physician Engagement both support medical student scholarships and other related program activities that focuses on PHC mission.
