The majority of these expenses are related to efforts to support the adoption and implementation of anti-doping and medication control rules for the Thoroughbred Horse Racing under the Horseracing Safety and Integrity Act of 2020 (HISA). HISA is designed to create a private, independent horse racing anti-doping authority responsible for developing and administering a nationwide anti-doping and medication control program for horse racing.
