Pcef Program Constructing Hope has a contract with portland clean energy community benefits fund (pcef) to support pcefs climate-action and equity goals by helping to build and diversify the regions green construction workforce. Constructing Hope, in cooperation with its partners, delivers skills training in green construction practices, projects and technologies, along with career placement and advancement services to communities disproportionately impacted by climate change, including communities of color and people with low incomes, and helps individuals move into well-paying careers with opportunities for advancement.
