Program areas at Duluth Bethel Society
The Duluth Bethel port rehabilitation center: licensed by the Minnesota department of human services, under statute 245g, the Duluth Bethel port rehabilitation center offers both residential (32 beds for men and 12 beds for women) and non-residential substance use disorder services for men and women ages 18 and older. The Bethel also provides non-residential services for juveniles housed at the arrowhead juvenile center (ajc) in Duluth. In 2022 ajc saw 13 admissions all males under 18 and 13 discharges. Program completers averaged 70 hours of programming completed while non completers averaged 51 hours. Note that a high number of admissions (61.54%) to treatment at ajc have their commitment holds expire prior to completion. Those non-completers still received an average of 51 hours of programming they would not otherwise receive. Port rehabilitation services are for people experiencing a substance use disorder and are in need of safe, stable, sober housing and programming. In 2022 there were 105 total admissions (86 men and 19 women) into high, medium, and low intensity residential program services; the statewide average for successful discharge in residential services is 52.47%. In 2022 the level of acuity raised significantly in ports already difficult to serve population seeing a successful completion rate of 22.25% while completer's average length of stay rose to 120 days compared to the state average of 52 days. This is significant considering the difficult to serve population port rehabilitation center works with. Clients are often involved in the criminal justice system, the felony drug courts, sex offenders, on a civil commitment, experiencing co-occurring disorders, had multiple treatment exposures, and/or experiencing numerous other barriers to treatment.
Community watch program: we provide electronic monitoring as a jail diversion program and as well to provide for an increased level of supervision for people under the jurisdiction of the Minnesota department of corrections. The program had 35 admits with 36 discharges. There were 29 successful discharges for an 80.6% successful completion ratio.
Bethel work release center: previously licensed as a jail annex by the Minnesota department of corrections (doc) under Minnesota chapter 2911. The doc license was changed to chapter 2920 in 2022 at the recommendations of the doc. The facility serves adult men and women involved in the criminal justice system. The agency contracts with local and regional counties, state of Minnesota department of corrections, and u.s. federal probation/pretrial services. The men's and women's units are segregated with descriptions and admissions below. Bethel women's program: serves adult women involved in the criminal justice system with same agencies as noted above including 10 specific beds contracted for by arrowhead regional corrections for the female offender program (fop). The women's unit had a total of 69 admissions; 46 were for the fop; the mn doc had 8 admits; there were 9 county short-term detentions; 0 huber and 1 federal pretrial admits. Combined overall average length of stay was 41.7 days. There was a combined successful completion ratio of 84.51%, a very effective diversion program for women, providing programming and connecting them with local resources, helping them find jobs and contributing to the tax base as opposed to just drawing from it in an institution. The women's unit facility also acts as a re-entry program for state offenders.men: serves adult men involved in the criminal justice system as noted above. 97 overall admissions; 7 federal pre-trial; 51 mn doc; 9 huber with a combined overall average length of stay of 57.4 days. There was a combined successful completion ratio of 71.58% making this a very effective program to keep offenders productive in the community, help them obtain jobs and contributing to the tax base as opposed to just drawing from it in an institution. The facility also acts as a re-entry program for state offenders.
