The Foundation for Behavioral Resources (FBR), founded in 1972, is a 501 c(3) not-for-profit corporation sponsoring research, development, and service provision of behavioral technology to foster personal competence and self-reliance. FBR provides Work First and Welfare-to-Work services to participants who are determined eligible by the Family Independence Agency. Participants must be referred by FIA. It cannot provide services to individuals who arrive without a referral. FBR is funded by the City of Detroit Employment and Training Department.

Program areas at FBR

Food service - the child care food service provides food service to all children at the child development centers and all students at the academies for a minimal cost. Free or reduced price lunches are available for students who qualify under federal guidelines.
Child development centers - provides children (2 weeks to 12 years) with structured educational programs and day care services.
Charter schools - administration of three public charter schools.
Employment services - provides job training and assistance.
