The Halloran Foundation has supported The development of an annual entrepreneurial weekend training and a credit-bearing, semester-long entrepreneurial program for university of pittsburgh students. The Halloran Foundation has coordinated with ben franklin technology partners and The bradford area alliance to launch The bright bradford fund, held at ben franklin technology partners that specializes in investing in bradford-based technology-focused businesses. The Foundation has worked with bradford area alliance in their planning and implementation of a development strategy for a bradford "catalyst" incubator.

The Halloran Foundation has supported fund managers and entrepreneurs from underinvested communities by facilitating opportunities for them to find investment and developing resources to support their early-stage ventures.
