Description
Interlocal Community Action Program (ICAP), a not-for-profit agency, was established under the Economic Opportunity Act. President Johnson’s “Great Society” program included a War on Poverty, and community action agencies were created to empower the poor by helping this group regain a voice in our democratic system. ICAP cares about the entire community, and they are dedicated to helping people help themselves and each other. As a Community Action Agency, ICAP will design, sponsor and adminster programs that provide help for today and hope for tomorrow.
