Long Beach Community Action Partnership (LBCAP) was established in 1979, to serve the greater Long Beach Area. This agency is part of a national network of approximately 1,100 Community Action Partnerships aiming to give support to low-income individuals and families with educational, social or economical barriers and help them in achieving self-sufficiency. For individuals or families that qualify, Long Beach CAP offers a wide variety of free services--youth programs, job training classes, energy assistance programs, and job development opportunities.

Program areas at LBCAP

Energy assistance services - for low-income households, the organization offers assistance with utility bill payments and weatherization services to improve energy efficiency as well as critical heating and cooling services to vulnerable populations during severe weather emergencies.the organization provided 14,414 households with utility bill payment assistance, and 7,322 households had energy disconnections prevented with emergency payments. The organization weatherized 649 dwellings. 543 dwellings were provided with home repairs, and 498 dwellings received healthy homes services (reduction or elinimation of lead, radon, carbon monoxide and/or fire hazards or electrical issues).
Community advocacy and family services - through its collaborative efforts with partner agencies, the organization provides a gateway to comprehensive services for individuals and families.3,112 people received food assistance. 1,576 income tax returns were prepared for residents free of charge. 2,759 volunteer hours were donated to the agency, at a cost savings of $55,000 in staffing expenses.
Youth services - the organization offers a variety of educational opportunites, job training, skills enhancement classes, and support systems to eligible participants.the organization provided media arts-focused leadership training to 64 disadvantaged youth, and inaugurated its in-house weatherization apprenticeship program, training 5 young adults and hiring 2 as staff upon completion of training.
Public access digital network (padnet) - padnet offers low-cost media training and free production equipment/facilities to Long Beach residents.the organization hosts padnet.tv, a community-focused website that is the gateway to media-oriented training, equipment and facilities access, and video production services.padnet supports three (3) satellite facilities; 180 individual and organizational members; and facilitates production of 20 or more hours of original, locally-produced content each month.
