The purpose of North Central Pennsylvania Regional Planning and Development Commission is to carry out the responsibilities of an economic Development district as provided in the public works and economic Development act of 1965 and as a local Development district under the appalachian Regional Development act of 1965 as reauthorized. It shall engage in economic Development Planning, and in related economic Development activities of broad geographic significance to the North Central portion of the commonwealth of Pennsylvania, specifically comprising the area encompassed by the counties of cameron, clearfield, elk, jefferson, mckean and potter, and such other areas as may be specified from time to time.enterprise Development - North Central's business assistance programs operation provides opportunities for economic growth by way of direct technical assistance and the administration of a Regional partnership network and related resources. Program activities include; opportunities for increasing market share, market diversification, low interest loans, loan packaging and site Development. Transportation Planning - the North Central rural transportation Planning organization ("rpo") guides the transportation Planning and programming process for the region. The rpo approves the Development and implementation of highways, transit and other transportation facilities and services.
