Program areas at Particapatory Budgeting Oregon

Implementation We manage and provide technical assistance for successful participatory budgeting process design,implement ation, and evaluation in Oregon. In FY22-23 we successfully implemented the 75 of the Youth Voice Youth Vote Participatory Budgeting YV2 PB Project to allocate 500,000 in American Rescue Act Funds through a youth-based participatory budgeting process in State Senate Districts 24 25. This project is the PB project implementation phase which will end by the end of the 2024 calendar year.
Education Training We provide educational workshops, briefings, and trainings to the general public, culturally specific communities, local governments, elected officials, and private foundations in Oregon to support general awareness of participatory budgeting PB. We did a numerous small group and one-on-one briefings on participatory budgeting and the the Youth Voice Youth Vote Participatory Budgeting YV2 PB Project to community groups and leaders, government staff, and public officials. We also hosted or participated in a number of public events, trainings and workshops. These included a January 2023 webinar Demystifying City Spending through Participatory Budgeting hosted by San Francisco Bay Area Planning and Urban Research Association SPUR, two presentations to Portland State University classes in February 2023, an April 2023 presentation to the Portland Engagement Project PEP hosted by the City of Portland Civic Life bureau, a May 2023 presentation at the Gray Family Foundation Youth Leadership Cohort event by the Oregon Community Foundation, a June 2023 panel
Outreach Partnerships We join, co-develop, and participate in strategic partnerships and collaborations that support the development and launch of specific participatory budgeting processes in Oregon, primarily but not exclusively involving State and local governments. This included advocacy efforts to support the adoption of participatory budgeting and supporting organizations to craft participatory budgeting process proposals that address their mission and goals. In the summer and fall of 2022 we worked with a variety of organizations and youth PB advocates to help inform the Portland Charter Commission in crafting a participatory budgeting charter amendment. We developed and implemented advocacy campaign in the 2023 Oregon Legislative session to secure funds and train youth PB advocates in the 2023 Oregon Legislature. We engaged David Douglas School District Board Directors and students about the possibility of developing school-based PB in their district.
