External Quality review - audits managed care health plans to determine compliance with cms and applicable state requirements and provides Quality improvement technical assistance. Federal regulations require that states operating medicaid managed care programs contract with an independent external Quality review organization (eqro) to assess the Quality, access and timeliness of health services proved to medicaid beneficiaries.
