Program areas at Ranked Choice Voting Resource Center
Earc dba Ranked Choice Voting Resource Center (rcvrc) is the nation's only organization dedicated solely to promoting and supporting the Administration of Ranked Choice Voting (rcv). Because Election offices are often understaffed and underfunded, we provide our educational services and tools for free or at a nominal fee based on state and local policies. Rcv was used in 24 cities across 10 states to elect local officials in 2023. Rcvrc staff supported Election staff in many of these jurisdictions, providing expert advice on implementing ordinances and regulation, presentations, consultations, training staff on rcv and rctab, and advising on rcv implementation best practices. (continued on schedule o)* states impacted (22): Alaska, Arizona, California, Colorado, Connecticut, Georgia, Illinois, Maine, Maryland, Massachusetts, Minnesota, Missouri, Montana, new york, Ohio, Oregon, Pennsylvania, Utah, Vermont, Virginia, Washington, & Wisconsin* cities impacted (4): new york city (ny), portland (or), arlington (va), & burlington (vt)resources released in 2023:* four short educational videos covering various aspects of rcv, from what it is to how to mark a ballot, with a total of just over 2,100 views so far. * rcv maps, our major research project, provides users with a starting point for understanding what will be needed for any jurisdiction across the u.s. to implement rcv. A new version of rcv maps was launched in 2023. Fun fact: 85% of voters in the u.s. live in an rcv-capable jurisdiction. * rcvrc, representus, and democracy rising partnered together to create a new Resource guide to help advocates smooth the path to a successful first Election. This guide, protect the win, is a great Resource designed for rcv advocates to inform them about the next steps after they get rcv passed in their jurisdiction. The protect the win symposium was attended by over 100 people, both in person and virtually. * our podcast, rcv clips, covers rcv Election Administration topics ranging from drafting legislation to Election certification to best practices learned from running rcv elections. Rcv clips has lifetime podcast downloads of 10,276 over 6 years, with a 28% increase from 2022. Episodes were released monthly, and guests were located across the country from Alaska to Washington, dc.
Earc provides one of the most important resources available in the Election world, rctab. Rctab is a free, open-source tabulation software that uses ballot data from Voting systems to run the round-by-round count. Over the past several years, our volunteer developers have helped us to create software that is user-friendly, secure, and breaks down barriers to implementation. * rctab has been approved or certified for use as standalone software in four states: Maine, new york, Utah, & Virginia. (continued on schedule o)* rctab has been approved or certified for use as part of a whole Voting system in California (hart verity 2.4) and is under testing with the u.s. Election assistance commission (eac) and for Oregon certification as a part of clear ballot's clearvote 2.5. * rctab was used in 9 elections in jurisdictions representing 4.5 million registered voters. * over 1.2 million votes have been tabulated over the life of rctab, with 160,000 being tabulated in 2023. * version 2.0 is currently in the final phase of preparation and testing. Rcvrc is working with several Voting system vendors regarding rctab integration. * rctab was chosen (out of over 60 applicants) for the netroots new tool showcase in july 2023.
