Inspire civic awareness, responsibility and pride with the emerging Leadership corps, we will provide the city of portsmouth a succession of leaders to ensure a bright and prosperous future for both the city and the region. Candidates will be selected from all segments of the community regardless of race, color, or national and ethnic origin, and shall exemplify the commitment and unselfish devotion demonstrated by Vann. H Lefcoe, who gave generously of his time and energy for the betterment of portsmouth. To identify, educate and encourage future leaders within the city of portsmouth.
