The organization operated as western governors university since its founding in 1997 through december 31, 2022 with a mission to expand access to high-quality, affordable, higher education. The organization was accredited by the northwest commission on colleges and universities and offered undergraduate and graduate degree programs in business, information technology, healthcare/nursing and k-12 education. As an online, nonprofit, competency-based university, the organization had more than 139,000 students nationwide and more than 272,000 graduates from all 50 states, as of december 31, 2022.

As of january 1, 2023 (halfway through its fiscal year), the organization transitioned to a type iii functionally integrated supporting organization, while the university operations were transferred to another 501(c)(3) organization newly named western governors university. The transition included amendments to its articles of incorporation to operate to the exclusive benefit of, to perform the functions of, and to carry out the purposes of western governors university, Wgu academy, and Wgu labs, which entities are all 501(c)(3) not-profit organizations. The organization provides direction over the policies, programs, and activities of these supported organizations in addition to financial support. In fy23, the organization provided $20.7 million of funding to these supported organizations.
